I. Updates and Introductions Barbara Turner of Posada stated both the Permanent and Transitional Housing programs were at full capacity. Shirley Knaflec of Catholic Charities said their Director will leaving in October. They will post the opening for the position. Currently, they have very little for clients. They do have the AARA funds available for the newly unemployed and are taking appointments for this process. They did receive word from Energy Outreach that they will not have utility assistance available until the first of November. They still have funds for water assistance, but this only allows $75 toward delinquent amounts. The Clinical Counseling and Domestic Violence divisions of Catholic Charities are especially busy at this time. Emily Issa of Pueblo School District 60 said they have just started identifying homeless children and are going to hire two more staff in addition to the Michelle Barber. The District 60 Title 10 program has back backs and some of these can be accessed at Posada. Michelle Sandoval of the Wayside Cross Gospel Mission said the mens side remains full. They have heard the Salvation Army may open a warming shelter starting December 1st, but this hasnt been confirmed. The womens side of the shelter is rarely full. Roberta Tafoya of Crossroads Turning Point said she just received her CACIII certification and will be applying for a Supervisor position. The Detox Unit continues to see about 17 clients a day and had to turn away 3 people recently. Many clients are still struggling with suicide attempts in Detox. The Detox Unit has also started an outreach team of 10 members. She also wanted to bring awareness to the fact that pregnant women can get into Detox free. Unfortunately, she reported the new Montebello office has recently experienced vandalism and theft. LaTanya Yarbrough and Ben Strand of Posada stated case managers been busy and are seeing a lot of new faces. There is one opening for a large family at the temporary emergency shelter on Elko. Ben Ramos of Interfaith Hospitality Network said they are staying open to shelter families with children. They now have established a static site and they will alternate between churches and static site located on 225 Michigan. Mr. Ramos noted they will need assistance with meals for families while they are at the static site. They plan to have the capacity to shelter 4 families. Jonna Adamich of Our Lady of the Meadows Peace and Justice said she has been working on coordinating volunteers for the holiday blessing store. Kristen Castor of Access for All spoke about the current issues with AND and reminded everyone it would be targeted for elimination January 1, 2010. She explained she was trying to put together case studies to try and document who was using AND and how it would affect their housing situation. Unfortunately, several clients will become homeless as a result of the loss of this assistance. The form for documenting such cases is coming from the Colorado Coalition for the Homeless. Ms. Castor is asking for assistance in collecting this information from clients. She also stated she is working on a new Human Resources Committee designed to look at the long care health system to build better networks. She is the head of the Advisory Committee. Mary McFarland of Department of Correction Community Re-integration said she is swamped because the department is doing an accelerated release for offenders. This means they will be getting more offenders coming out in the community. Unfortunately, they will find Pueblo has a lack of jobs and places to live. Jenny Przybysz and Cindy Grissom with Luv in Action said their organization is in desperate need of household items, cars and furniture. They will be making families with small children a priority for receiving services. They will also be favoring grandparents raising children. Levetta Love of Pueblo Department of Social Services stated some clients may be eligible for other programs even in if AND goes away (i.e. burial). As of November, her office will no longer accept applications for AND. Currently, 770 people are on AND. The Pueblo Department of Social Services is also facing an online transition. PEAK is going to be an opportunity for customers to go online to see their benefit status and apply for benefits. The first phase of being able to view status of benefits will occur in October. Ms. Love also reported a Domestic Violence Case Manager is now onsite. This Case Manager, Amy Hampton, will have access to TANF dollars. She also reported the Food Assistance Program, now called SNAP, is still going up in numbers. There have been applications for 151,000 SNAP cases in State of CO and TANF assistance has almost doubled in Pueblo County. She also noted a lot of these cases are being diverted to cash assistance. She informed Continuum Members that TANF can pay for school supplies, school clothing and many other necessities. They wont pay legal obligations, fines or fees. It was also mentioned DSS now has a kinship program. Although there is not special Foodstamp assistance, they are providing financial assistance not based on income. The Foodstamp and childcare programs are based on income. The Department of Social Services can help them get custody but it isnt necessary for assistance. The children just need to be in the household. Judy Fulbright of Pueblo School District 70 stated they are just now starting to identify homeless students in the schools. Gal Rodosevich of Colorado Legal Services said they have organized a panel of attorneys will to help Social Security clients. One will go to District Court with clients. The attorneys want people to be denied before they apply for help with CO Legal Services. Gail said that she and others were inspired listening to Supreme Justice Hobb telling attorneys at recent conference that, It is your ethical responsibility to provide legal services to those who cannot afford it. Kim Baca of Pueblo Community Health Center said they are seeing a lot of people and have been busy and clients have been getting ill. The H1N1 vaccine will be coming in October but a person will need to have 30 days in between the regular flu vaccine and the H1NI vaccine. There will be a prioritization of who receives the vaccine first. II. Minutes of August 2009: Were accepted as written. III. Continuum of Care SuperNofa Funding: There is no word when the SuperNofa Funding Application will be announced. Anne Stattelman thanked all the agencies who provided letters of commitment for the projects in Pueblo. ARRA Funding-Posada submitted a grant to the City of Pueblo for HPRP funding with Catholic Charities and Colorado Legal Services as partners. It will go to City Council for review on September 24, 2009. IV. Veterans Issues Vouchers Posada recently received word that Southern Colorado would be receiving 35 HUD-VASH vouchers. LaTanya Yarbrough of Posada will be attending a meeting with the Housing Authority to learn more details of these vouchers for homeless veterans. Funding Dave Marrero of Pueblo Veterans Council /StandDown Coalition for Homeless Veterans attended the Continuum Meeting to clarify eligibility requirement for receiving funds from Homeless Veterans Coalition. Yearly, this Coalition provides $5,000 to assist homeless veterans with emergency needs (i.e. warming shelter rooms at hotels, transportation, medical needs, etc.). Mr. Marrero clarified that these veteran recipients must be homeless to receive the funds. Stand Down As a reminder, the Homeless Veterans StandDown will be held on Friday, September 25, 2009. The event still needs volunteers for set-up at 8:00am at the First Presbyterian Church located at 220 West 10th Street. V. Events As a reminder, the Convoy of Hope event will be happening this Saturday (September 19, 2009) at the Midtown Shopping Center. The Holiday Blessing Store is having an update meeting on the September 29th. Committees are being formed for completing client cards, shopping and volunteering. Volunteers are still needed for store organization, set-up etc. VI. Farm Worker Issues Sister Nancy Crafton of Centro de los Pobres said they just received a fax from immigration stating a 91 year-old man is going to be accepted as a resident alien and will be getting his pension back after a long period of time. She also noted that regular flu shots will be provided this Thursday for migrant workers in the Avondale area. Sister Crafton also spoke about a recent housing tour provided to LaJunta students. Many of the students were in disbelief regarding the living conditions of the migrant families and the students received a hard dose of reality. On a positive note, Anne Stattelman of Posada said they will be moving forward with USDA funding for the Farm Worker Housing Project. VII. Other Business None discussed at this time.
